Committee meetings shall be held on the call of the chairperson of the committee upon three days notice of the meeting to each committee member. A quorum of each standing committee shall consist of two of its members. All committee reports and recommendations shall be delivered to the chairperson of the Council by the chairperson of the committee for presentation to the Council at its next regularly scheduled meeting.
