It shall be unlawful for any person to uncover any portion of the county sewer system for any purpose, or to make connection with the county sewer system, except with the consent and approval of, and under the supervision of, the water and sewage department. No connection with the main sewer trunk lines shall be made without a special permit. It shall be the duty of the water and sewage department to ensure full compliance with this section in relation to connections.
