The York County Council on Alcohol and Drug Abuse, Inc., d/b/a Keystone Substance Abuse Services, is hereby designated as the agency in the county for alcohol and drug abuse planning for programs funded and monies appropriated to the Local Government Fund, and allocated and distributed by the State Treasurer to the county, pursuant to S.C. Code §§ 6-27-40(B), 12-33-245(B) and (C), and designated to be used by the county for educational purposes relating to the use of alcoholic liquors and for the rehabilitation of alcoholics and drug addicts.
