§ 36.04 DIRECTOR; OFFICE CREATED; RESPONSIBILITY; APPOINTMENT; DEVELOPING PLANS.
   There is hereby created the office of the director of emergency management, who will be the emergency chief of staff, reporting to the county manager, and who shall be responsible for directing the day-to-day operations of the department, enforcing laws and regulations, directing search/rescue operations and the activities of various county and municipal governments and emergency service agencies and departments during a period of emergency or disaster. The director shall be appointed by the county manager. The director shall be empowered and required to coordinate and render assistance to county and city officials in the development of plans for the use of all facilities, equipment, manpower and other resources of the cities and county for the purpose of minimizing or preventing damage to persons or property in emergency or disaster situations. City and county personnel shall include in the plans the restoration of governmental services and public utilities necessary for the public health, safety and welfare. The director shall further direct the efforts of the county office of emergency management in the implementation of the provisions of this chapter.
