It is the intent and purpose of this chapter to establish an organization to be known as the county office of emergency management, that will insure the complete and efficient utilization of all county facilities to combat emergencies from enemy attack or natural, accidental or technological emergencies or disasters. The department will be the coordinating agency for all activity in connection with civil defense, emergency preparedness and public safety. It will be the instrument through which the County Council shall exercise its authority under the laws of this state during actual or threatened emergencies or disasters.
