The County Council, as the governing body of the county, hereby adopts the plan pursuant to the authority provided within the Drought Response Act of 2000, Code of Laws of South Carolina, 1976, Section 49-23-10, et seq., as amended. The plan shall take effect upon its adoption. The plan may be amended from time to time, as necessary, provided that any changes are compatible with the state water use policy.
