(A) If any portion of this plan is held to be unconstitutional for any reason, the remaining portions of the Drought Management and Response Plan shall not be affected. The provisions of this plan shall prevail and control in the event of any inconsistency between this plan and other rules and regulations of the county.
(B) Nothing in this plan shall be deemed to invalidate or be interpreted in a manner inconsistent with any covenants now in effect and given as security to holders of bonds secured by revenues of the system.
