The chairperson shall serve as such for a two-year term. Any vacancy in the chairpersonship shall be filled by the Council for the unexpired portion of the term. The chairperson shall preside at all regular and special meetings of the Council, shall execute, on behalf of the Council, all ordinances, resolutions, directives, deeds, bonds, contracts and other official instruments or documents, and shall have other duties and perform other functions as are set forth in these rules.
