The chief of police shall have full power and authority, when in his judgment any licensee has violated any of the provisions of this code or any other ordinance of the city, or any statute of the state of Nevada, to suspend temporarily any license granted under this section 3-4-9 pending final action by the city council, which may, after reasonable notice to such licensee, and after hearing the facts, by a majority vote, revoke the license.
