11-3-4: DESIGN CONSIDERATIONS:
   A.   Preservation Of Natural Features; Street Trees: The location of native features may be considered when designing building sites, underground services, walkways, paved or parking areas, playgrounds and especially finished grade levels.
   B.   Storm And Surface Water Damage: The developer shall design the development so that it shall be protected from inundation, flood hazard, sheet overflow and ponding of local storm water, springs and other surface waters. The design of improvements shall be such that water occurring within the development will be carried off without injury to any improvements, building sites or residences to be installed on sites within the development or adjoining areas. Water occurring within the development shall be carried to a storm drainage facility or to a natural watercourse by such improvements as may be required. Drainage design within the development shall accommodate reasonable anticipated future improvement within the drainage area. Any off tract outlet drainage facility required to carry storm water from the proposed development to a defined channel or conduit shall be made adequate for the ultimate stage of improvement in the drainage area. All water shall be discharged into a controlled outlet stabilized storm channel for erosion control. All such off site drainage water shall be materially free of silt or other polluting features, with an approved structure for separation of contaminates.
   C.   Dedications And Reservations Of Land:
      1.   Dedications of land for park, recreational, school or other public purposes, in an amount and location consistent with the master plan and proposed character and location and engineering need of each development, may be required as a condition precedent to tentative and final map approval.
      2.   Where deemed desirable by the planning commission, upon consideration of the particular type of improvement proposed in the development, and especially in large developments, the planning commission may require dedication or reservation of common areas or sites for community purposes of a character, extent and location suitable for the needs created by such development.
   D.   Additional Structures Provided By Developer: The developer shall be required to provide necessary structures such as bridges, concrete boxes, culverts, head walls, appurtenant fencing and other features as may be required.
   E.   Streetlights: In every subdivision there shall be installed on the streets thereof at least one streetlight at ends of cul-de- sacs, intersections, dead end streets and every seven hundred fifty feet (750').
   F.   Additional Requirements: The planning commission may require other such measures as will preserve and enhance scenic values and natural features of the area and for conditions encouraging excellence of quality of development. (1973 Code § 16.08.040)
