11-2-1: ADMINISTRATION:
   A.   Designated Agency: The city council is designated as the agency to approve design and improvements for all proposed land development.
   B.   Test Of Reasonableness: All requirements of this title which are subject to the discretion of the city engineer or other administrative officer shall be subject to the test of reasonableness as determined by and from standard design practice. (1973 Code § 16.28.010)
