All planned unit land developments hereinafter platted or improved within the city shall be characterized by a complete planning approach in the tentative map stage. In all developments, intensive considerations shall be given to the provision of adequate open space, circulation, recreations, light and air, service needs, orientation to the sun, wind, snow drifting and icing conditions, building masses, setback and natural features and elements under fully developed and populated conditions and shall also provide such covenants, agreements and other legal provisions as will assure conformity and achievement of the plan as presented and/or approved. Such documents shall satisfy all applicable requirements of city code regarding PUDs and Nevada Revised Statutes chapter 278A, which is adopted by reference as the minimum standard for city.
