The purposes of this title are:
A. To safeguard the public health, safety and general welfare by establishing certain standards of design, improvement, survey and construction of land developments hereafter platted in all areas of the city;
B. To provide and ensure the orderly and proper growth thereof;
C. To aid in the prevention of pollution of land or water resources;
D. To encourage new concepts and innovations in the arrangement of building sites;
E. To protect, enhance and preserve the city's lands; and
F. To provide for the continued protection and beneficial use of all waters appurtenant to lands within the city. (1973 Code § 16.04.020)
