A variance request, beyond the limitations set out in subsection 10-12-1A6 may be heard by the city council upon appeal of the planning commission's recommendation. Upon proof of exceptional hardship or extraordinary circumstances, the city council may allow the variance. (1973 Code § 17.68.020)
