10-12-2: APPEAL TO CITY COUNCIL:
   A.   Right To Appeal: Any variance decision of the planning commission may be appealed to the city council by any affected party.
   B.   Notice Of Appeal: Such appeal shall be made to the city clerk within ten (10) days of the planning commission's decision and shall be a written application incorporating all of the requirements that were submitted to the planning commission with the additional requirement of showing how the planning commission erred or why its decision should be overturned.
   C.   Council Action: Following a public hearing, which requires the same public notice procedures as were followed by the planning commission, the city council shall either uphold the planning commission's decision or overturn same. Reversal of the planning commission's decision shall require a majority vote of the city council. (1973 Code § 17.68.020)
