Before accepting any application for a change of land use district, special use permit, or variance, the city shall charge and collect a nonrefundable filing fee. A schedule of filing fees, established for the purpose of defraying the city's costs incidental to case processing, shall be adopted by resolution of the city council and kept in the office of the city clerk.
