9-4-8: DEVELOPMENT STANDARDS:
   A.   Intent: The standards set forth in this section are intended to encourage development from a site plan design approach to protect the natural environment and character of the city, and to provide open spaces and densities comparable to low density, multi-family areas, permitting certain accessory and complementary uses and structures which assure protection of the environment. (1973 Code § 15.20.010)
   B.   Standards:
      1.   City Requirements And Regulations: All mobile home parks shall be developed in accordance with the existing city code requirements and standards for the city. The standards of development for the location width, layout and serving of public and private streets and highways, alleys, ways for public service facilities, storm water drainage, water supply and distribution, sanitary services, sewage collection and fire protection shall be in accordance with those standards adopted by the city.
      2.   State Health Regulations: All mobile home parks shall also be developed in accordance with the state board of health mobile home park regulations.
      3.   Location: All mobile home parks shall be located on a well drained site.
      4.   Site Area: The minimum mobile home park site area is one-half (1/2) acre (21,780 square feet).
      5.   Building Height: The maximum building height shall be two (2) stories or twenty six feet (26').
      6.   Fences: Mobile home parks may be fenced with a fence no more than six feet (6') in height around the entire boundary of the park. Fence heights at street intersections shall comply with city fence height requirements. Fencing materials shall be subject to approval by the city public works director.
      7.   Landscaping: Exposed ground surfaces shall be covered with turf, stone screening or other materials capable of preventing soil erosion and eliminating dust.
      8.   Off-Street Parking:
         a.   Mobile Home Lot Or Space: Each mobile home lot or space shall have a designated minimum of two (2) off-street parking spaces not less than eight feet (8') wide by nineteen feet (19') long.
         b.   Guest Parking: Each mobile home park shall have not less than one guest parking space for each three (3) mobile home units.
      9.   On-Street Parking: Where streets are less than forty feet (40') in width, no on-street parking shall be allowed. In any case, all streets shall be at least thirty feet (30') wide.
      10.   Space: A mobile home space must have an area of:
         a.   At least two thousand eight hundred eighty (2,880) square feet, if the lot is designed for a mobile home fourteen feet (14') or less in width;
         b.   At least four thousand (4,000) square feet, if the lot is designed for a mobile home more than fourteen feet (14') in width;
         c.   A minimum net mobile home space width shall be thirty five feet (35').
      11.   Placement: The placement of a mobile home on individual spaces:
         a.   If the front, back or side of a mobile home contains a door opening, the setback shall be ten feet (10') minimum on each such side;
         b.   If the front, back or side of a mobile home does not contain a door opening, the setback shall be five feet (5') minimum on each such side.
      12.   Detached Accessory Structures: Detached accessory structures shall observe a ten foot (10') setback from any other structure or mobile home.
      13.   Streets:
         a.   Specifications: All streets shall be in accordance with the standard details for public works construction.
         b.   Signs; Lighting: All streets shall be properly signed and lighted with at least the equivalent of a one hundred (100) watt lamp for each one hundred (100) lineal feet of street.
      14.   Fire Hydrants: In every mobile home park there shall be installed fire hydrants of the number and size, and in such location as may be required by the fire department.
      15.   Numbered Lots: Each mobile home lot shall be numbered and the number displayed to be visible from the street fronting the lot.
      16.   Natural Gas Service: All mobile home parks shall be served by natural gas, where available.
      17.   Utilities: All utilities shall be installed underground.
      18.   Public Telephone: A minimum of one public telephone shall be required.
      19.   Skirting: All mobile homes shall be skirted.
         a.   Skirting shall be of durable materials suitable for exterior exposure, and be installed in accordance with the manufacturer's installation instructions. It shall be secured, as necessary, to assure stability, to minimize vibrations, to minimize susceptibility to wind damage and to compensate for possible frost heave.
         b.   If combustion air for heat-producing appliances is taken from within the underfloor area, ventilation shall be adequate to assure proper operation of the appliances.
         c.   Use of combustible material (such as hay, straw, cardboard, etc.) shall be prohibited.
      20.   Refuse Or Garbage: Trash disposal sites:
         a.   The storage, collection and disposal of refuse in the parks shall be so conducted as to create no health hazards or air pollution.
         b.   All refuse or garbage shall be stored in approved containers which are watertight and rodentproof and shall be located within a one hundred fifty foot (150') radius from any mobile home lot or space or as approved by the city public works department.
         c.   Refuse containers shall be kept in a sanitary condition.
         d.   Refuse and garbage shall be collected and disposed of in accordance with local requirements. (1973 Code § 15.20.020)
