9-4-7: DEVELOPMENT PLAN:
   A.   Submission Of Plan:
      1.   Prior To Construction: Prior to beginning construction, every applicant for a mobile home park shall submit eight (8) copies of the site and development plans to the city clerk, together with the required fees as established by resolution of the city council.
      2.   After Completion: Upon completion of the project, the developer shall, within ninety (90) days, provide three (3) sets of "as built", that is, plans showing, as a minimum, any and all details of the park as constructed and including a showing of compliance with all details of the initial development plans.
   B.   Contents Of Plan: Such development plans shall include as a minimum the following:
      1.   Mechanical And Structural Plans: Complete mechanical and structural plans of the work to be performed;
      2.   Name; Location: The proposed name of the park, location by section, township and range, and a legal description of the land;
      3.   Owner: The name, address and phone number of the owner and applicant;
      4.   Professional Engineer; Architect: The name, address and phone number of the professional engineer or architect preparing the plans;
      5.   Scale, North Arrow, Sheets Numbers; Date: The scale, north arrow, sheet numbers, and date of map preparation;
      6.   Small Scale Map: A small scale map showing relationship of mobile home park to existing neighborhood and the existing zoning of the site and adjacent properties;
      7.   Public Streets: The location, width and names of all public streets within or adjacent to the park;
      8.   Topography: The topography by contour of the site, adequate to show the character of the drainage of the land;
      9.   Boundaries; Gross Acreage: The dimensions of all boundaries of park and gross acreage of park;
      10.   Spaces: The dimension of all mobile home spaces and the total number of spaces;
      11.   Open Space Recreational Area: The dimension and net acreage of open space recreational area;
      12.   Landscaping plans;
      13.   Sewage:
         a.   Method: The sewage disposal method and details of collection;
         b.   Letter Agreement: A "will serve" letter from the municipality or commercial supplier agreeing to provide service to the mobile home park for sewage disposal if the mobile home park is to be supplied from a municipal or commercial system;
         c.   Septic System: If a septic system is proposed, a letter approving the proposed system from the Nevada state department of health must be submitted;
      14.   Water:
         a.   Method: The water supply method and details of distribution, detail of water meter location and details of fire hydrant placement;
         b.   Letter Agreement: A "will serve" letter from the municipality or commercial supplier agreeing to provide service to the mobile home park for water supply, if the mobile home park is to be supplied from a municipal or commercial system;
         c.   Private System: If a private water system is proposed, a letter approving the proposed water supply from the Nevada state department of health must be submitted;
      15.   Electricity: The location of existing and proposed electrical distribution lines;
      16.   Gas: The location of existing and proposed gas distribution lines;
      17.   Trash And Garbage Disposal: Trash and garbage disposal methods and locations;
      18.   Accessory Buildings And Structures: The location, dimensions, and designation of all accessory buildings and structures;
      19.   Signs: A sketch showing location and size of any proposed identification signs including advertising copy proposed on the face of such sign;
      20.   Existing Condition Of Site: The existing condition of the site including buildings, structures and wells, drainage ditches, existing and proposed storm drainage details;
      21.   Fences: The location and description of permanent fencing.
   C.   Approval Required: No mobile home park shall be constructed, altered or remodeled in the city unless a mobile home park development plan has first been approved by the city. The city council or planning commission shall not approve a mobile home park development plan unless written approval has been received from the public works department, fire department and the appropriate state agencies. Once the plans have received final approval, the developer shall develop the project within one year or the plans will expire. An extension may be issued for one year. (1973 Code § 15.16.010)
