9-4-6: PERMITS REQUIRED:

It is unlawful for any person to do any conversion, erection, alteration, addition, moving or allow occupancy of any lot, site or space within a mobile home park without said mobile home park having first obtained a special use permit and a building permit to do so. (1973 Code § 15.16.010)
