The city council shall have the power and duty to adopt, and may from time to time amend, rules and regulations for the operation of the municipal sewer system including, but not limited to, rules and regulations concerning the method of hooking up, and the type of use of the sewer, so long as such amendments are not in conflict with the rules and regulations of the U.S. environmental protection agency, Nevada division of environmental protection or city law.
