8-2-4: OPENING TRENCHES; ATTACHING TO MAINS; ALTERING SERVICE PIPES:
No person shall:
   A.   Open Trench: Open any trench in the streets or alleys of the city for the purpose of laying any service connecting with the water mains of the city;
   B.   Make Attachment: Make any attachment with any water main of the city; or
   C.   Alter Service Pipe: Make any alteration in any service pipe without first obtaining the approval of the public works director. (1973 Code § 13.16.050; amd. 2001 Code)
