8-1-3: SEWER RATES:
The city council shall, from time to time, by minute order:
   A.   Rules And Regulations: Fix such rules and regulations as may be required; and
   B.   Rates: Fix the rates to be charged for sewer service and service connections. (1973 Code § 13.24.010)
