8-1-2: WATER RATES:
The city council shall, from time to time, by minute order:
   A.   Rules And Regulations: Fix such rules and regulations as may be required; and
   B.   Rates: Fix the rates to be charged for water or service connections. (1973 Code § 13.12.010)
