6-10-5: LOADS:
   A.   Sifting Or Leaking: It is unlawful for any person to drive or move any vehicle on any street or highway unless such vehicle is so constructed or loaded as to prevent its contents from dropping, sifting, leaking or otherwise escaping therefrom. (1973 Code § 10.48.050)
   B.   Transferring: It is unlawful to transfer merchandise from one vehicle to another upon any street except in the event that one such vehicle has been damaged or become disabled and cannot be removed from the street with safety until the same has been unloaded. (1973 Code § 10.48.060)
   C.   Flag Or Light Required:
      1.   Flag: Whenever the load of any vehicle shall extend more than four feet (4') beyond the rear of the bed or body thereof, there shall be displayed at the end of such load, in such position as to be clearly visible at all times from the rear of such load, a red flag not less than twelve inches (12") both in length and width.
      2.   Light: Between one-half (1/2) hour after sunset and one-half (1/2) hour before sunrise there shall be displayed at the end of any such load a yellow or red light plainly visible under normal atmospheric conditions at least two hundred feet (200') from the rear of such vehicle.
