6-3-4: ALLOWING OPERATION BY UNLICENSED DRIVER:

No person shall authorize or knowingly permit a motor vehicle owned by him or under his control to be driven upon any street or alley within the city by any person who is not authorized hereunder, or in violation of any provisions of this title. (1973 Code § 10.16.040)
