A. Required: No person shall fail to comply with the provisions of this title.
B. Equipment: No owner, lessor or lessee of a motor vehicle, or any person employing or otherwise directing the driver of a motor vehicle, shall permit the operation of a motor vehicle upon a street or highway when such vehicle is equipped otherwise than is required or permitted by this title or by the laws of the state of Nevada. (1973 Code § 10.04.010)
C. Public Officials And Employees:
1. The provisions of this title applicable to the drivers of all vehicles owned or operated by the United States, the state of Nevada, or any county, city, town, district or any other political subdivision, subject to such specific exceptions as are set forth in this title with reference to authorized emergency vehicles.
2. The provisions of this title shall not apply to persons, teams, motor vehicles and other equipment while actually engaged in work upon the surface of a street or highway, but shall apply to such persons and vehicles when traveling to or from such work. (1973 Code § 10.04.040)
D. Persons Riding Bicycles, Riding Or Driving Animals: Every person riding a bicycle or an animal upon a roadway, and every person driving an animal, shall be subject to the provisions of this title applicable to the driver of a vehicle; except those provisions of this title which by their nature can have no application. (1973 Code § 10.04.050)
