The chief of the fire department or his designee shall consider applications for permits to install aboveground fuel tanks within the city. After consideration of an application, the chief of the fire department shall recommend approval or denial of the permit to the city council. A recommendation of approval may be made upon such conditions as the chief of the fire department deems necessary to ensure that the aboveground fuel tank will be installed properly and will receive proper maintenance and use to protect the health and safety of the residents of the city.
