4-5-1: FINDINGS:
The city council finds and declares:
   A.   There is an increasing number of aboveground fuel tank installations within the city by the residents thereof;
   B.   Such aboveground fuel tanks, in the absence of proper installation, care and maintenance by their owners, constitute a potential danger to the health and safety of the residents of the city;
   C.   At present, no guidelines exist to ensure that such aboveground fuel tanks will be installed safely and proper maintenance procedures will be followed; and
   D.   The enactment of the provisions of this chapter is necessary under the police powers granted to the city pursuant to the charter of the city, to protect the health and safety of the residents of the city. (1973 Code § 8.17.010)
