SECTION 24. FURTHER CONSIDERATION; INITIAL PASSAGE OF ORDINANCE.
   After the public hearing Council may pass such ordinance in substantially the same form in which it was introduced. If, however, an amendment or amendments amounting to a change of substance have been made, the ordinance shall not be passed until the ordinance with the proposed amendment or amendments has been published pursuant to Section 22 of the Charter and a public hearing has been conducted on the ordinance with the proposed amendment or amendments in accordance with Section 23. Passage of an ordinance shall require the affirmative vote of a majority of a quorum of Council. Thirty days after passage the ordinance shall take effect and be in force.
