SECTION 23. PUBLIC HEARING BEFORE PASSAGE OF ORDINANCE.

The Council shall hold a public hearing and shall make available to the public at the hearing copies of the proposed ordinance. All persons interested shall be given an opportunity to be heard. Council by motion may waive the full reading of the ordinance at the public hearing.
