(a) Applicability. Broadband utility service may be provided upon request, to all residential customers in the Village. "Residential" customers are those that already receive residential rate utility bills from the Village for electric and other utility services as structured under Section 1041.01
, or would qualify for residential rates if not a current utility customer. The Village Manager may negotiate and enter into bulk service contracts to provide wireless and/or fixed broadband internet services multi-unit residential buildings, including apartments and condominium associations.
(b) Late Fees and Interest. The Finance Director is authorized to collect a late fee of no more than fifteen dollars ($15.00) per invoice consistent with other Village utility billing practices and has discretion to waive any late fees as may be appropriate.
(c) Collection. The Finance Director shall collect and account for all revenues in accordance with Ohio auditing standards and internal control methods, and shall deposit such revenues in the Municipal Broadband Utility Fund.
(d) Promotional Rates. The Village Manager may request Council consent to temporarily waive certain fees or reduce regular rates for periods up to 120 days to promote customer retention or attract new customers. Such consent may be granted by majority vote on a resolution rather than ordinance due to the temporary effect.
(e) Any customer who requests waiver or reduction of installation fees, equipment fees, repair charges, connection and reconnection charges, or other fees shall follow the procedures set forth in Chapter 1040 before the Utility Dispute Resolution Board.
