The Village shall not discontinue utility services for any customer for the period beginning on November 15 and ending on April 15, unless:
(a) The customer's account is in delinquent status prior to November 1, is issued a disconnection notice on or before November 14, and does not submit a timely written request for a payment plan upon receipt of a discontinuation notice;
(b) The customer's account becomes delinquent after November 15 and the customer has not executed a payment plan approved by the Utility Dispute Resolution Board;
(c) The customer has defaulted on a payment plan approved by the Utility Dispute Resolution Board;
(d) The customer has requested utility services be terminated;
(e) Safety considerations so dictate;
(f) Tampering with the Village utility equipment or services has occurred; or
(g) Where the occupant is a tenant whose landlord is responsible for the services provided by the Village, the landlord has requested disconnection, and the Village has five days previously notified the occupant of its intent to discontinue service.
