§ 1042.02 PERMIT APPLICATION.
   (a)   Requirements. Applications for community event permits shall be made on such forms as may be prescribed by the City Manager and shall contain such information as he or she finds is reasonably necessary to make a fair determination of whether such permit should be issued. The application shall be accompanied by a permit fee, as set forth in the City's Fee Schedule, Appendix A to the City Government Code.
   (b)   Application Submittal. Applications shall be filed not less than thirty (30) calendar days before the time intended for such parade, procession, assembly, block party, or other community event; provided, however, that when the parade, procession, assembly or other event is for the sole purpose of exercising the participants' right of free speech, the City Manager may approve the filing of an application not less than five (5) business days prior to the parade, procession, assembly, or other event.
