Council hereby affirms, as a general policy, the practice of requiring annexation prior to the tap-in of any of its municipal utilities and/or the provision of any of its municipal utilities including, but not limited to, water, sewer, or storm sewer. Said policy shall be subject to the exceptions outlined in this Chapter.
