To encourage reasonable and planned growth of the City and the greater Xenia community, or to remediate a public health matter, or to encourage extraterritorial development that will benefit the City, the City may extend its municipal utilities including, but not limited to, water, sewer, or storm sewer, outside of the City of Xenia, subject to the provisions contained in this Chapter.
