(a) Licensing; Registering. Any individual, corporation, or company performing solid waste collection and/or hauling services in the City must be properly licensed, insured, and shall be registered with Greene County Environmental Services.
(b) Requirements. All individuals, corporations, or companies performing solid waste collection and/or hauling services within the City shall comply with the following requirements:
(1) Employees of the collector or hauler shall return containers and carts to a location inside the property line where the collection is made, with lids in place. In no case shall containers and carts be placed in the street after collection.
(2) Collection and transportation of all residential solid waste shall be by leakproof enclosed truck equipped with a compaction device. Salvage materials and yard rubbish may be transported in trucks or vans, provided they are equipped with a cover.
(3) All vehicles and other equipment used for the collection and removal of waste shall be kept neat, clean, sanitary, and in good repair.
