(a) Weekly Solid Waste Collection. Customers of the City's solid waste collection service shall receive weekly solid waste collection and recycling services and may receive bulky household collection monthly. Bulky waste shall be picked up as a part of the collection service, on the schedule and frequency set forth in the contract for solid waste collection and disposal services between the City and the Contractor.
(b) Carry Out Service. The City shall ensure that all contracts for solid waste collection require the Contractor to provide special carry-out services for handicapped and/or elderly customers. The provision of such special service shall not be automatic. The City Manager shall establish in the Sanitation Rules and Regulations a process for customers to apply for this special service and a method for maintaining and providing to the Contractor a current list of the addresses to which such service should be provided.
