(a) Authority to Adopt Fees. The City may adopt charges and fees in connection with this Chapter, which may include:
(1) Fees for reimbursement or costs for setting up and administering the pretreatment program;
(2) Fees for monitoring, inspection, and surveillance procedure necessary for proper implementation of the pretreatment program;
(3) Fees for filing a waste discharge permit application;
(4) Surcharges for high strength or unusual wastewater discharges;
(5) Tap-in-fees; and/or
(6) Flow charges.
(b) Extra Strength Surcharges.
(1) Extra strength surcharges shall be determined on the basis of the following constituents of the wastewater that are in excess of normal strength wastewater:
A. 200 mg/l BOD5 (biochemical oxygen demand);
B. 250 mg/l TSS (total suspended solids); and
C. 20 mg/l NH3-N (ammonia nitrogen).
(2) When any or all of the above constituents in the wastewater accepted for admission into the City's sanitary sewer system exceed the limits set forth in division (b)(1) of this section, the amount of the treatment surcharge to be paid will be based upon the cost per pound of removing the excess quantity of each such constituent.
(3) Extra strength surcharges are hereby established as set forth in the City's Fee Schedule, Appendix A to the City Government Code.
(4) In addition to the extra strength surcharge, an additional amount will be charged to offset the costs to the City of collecting, testing, and processing the results of the required samples, if it is found that extra strength wastewater has been produced by a user of the City's sanitary sewer system.
