§ 1060.06 WEEKLY COLLECTION; SPECIAL COLLECTIONS.
   (a)   Residents of the city shall receive weekly refuse collection and may receive bulky household refuse collection monthly.
   (b)   The pick-up of all refuse from all residences in the city shall be performed Monday through Friday on a regular schedule between the hours of 6:00 a.m. and 5:00 p.m. Saturday pick-up may be done between the hours of 6:00 a.m. and 5:00 p.m. to compensate for a weekday holiday, as approved by the city.
   (c)   Bulky household refuse shall be picked up as part of the collection service. Up to three bulk items will be collected each month. Containers including trash bags not meeting the specifications in this section do not qualify as bulk items.
   (d)   Special collection will be made for residents in need of removal of refuse in excess of three bulk items. Residents shall schedule such pickup and pay a charge set by the service provider or as set forth in the fee schedule in Part Two - Title Twelve, Chapter 298 of these Codified Ordinances. All items should be prepared and set at the curb in an appropriate manner. Standards for the appropriate preparation of items such as carpet, mattresses, upholstered furniture, and yard waste shall be made available on the city website. If items are set at the curb outside of city guidelines the items shall be collected but may be charged at the higher unscheduled pickup rate.
   (e)   Refuse not collected during weekly collection or by special collection shall be removed from the public right-of-way by the resident within the time frame established in § 1060.08(b). Upon failure, neglect or refusal to remove the refuse, the Director of Public Service shall cause the refuse to be removed. The removal of such refuse will be considered an unscheduled special collection, with the resident being billed a charge set in the fee schedule in Part Two - Title Twelve, Chapter 298 of these Codified Ordinances.
   (f)   Construction waste will not be collected by city refuse collection. It is the responsibility of the site owner, occupant or person performing the construction work to provide for the transportation and proper disposal of construction waste.
   (g)   The city will provide “set-out” service for refuse collection to elderly and/or handicapped residents who require such service because of their physical condition. All requests for set-out service shall be approved by the City Manager.
   (h)   All residential units, including apartment complexes of four units or less, are required to use the refuse collection service provided by the city.
   (i)   In no instance shall medical wastes, liquid wastes or hazardous materials be collected.
   (j)   The City Manager shall have the authority to authorize supplemental collections of refuse accumulated during special occasions where city-wide accumulation of refuse has occurred and during the fall season when there is an accumulation of leaves. Such collections shall be in addition to the collections provided in subsection (a) hereof.
