§ 1060.08 DISPOSAL.
   (a)   (1)   All garbage and refuse created within the city shall be disposed of by the city or its agents pursuant to the provisions of this chapter.
      (2)   No person shall separate, collect, carry off, bury, burn or dispose of garbage or refuse, except in an incinerator, furnace or fireplace within a building, which incinerator, furnace or fireplace thoroughly consumes the same without causing nuisance of smoke, ash or offensive odors.
      (3)   Any such activity must be performed in accordance with regulations of the city, the Greene County Combined Health District and the Ohio Environmental Protection agency.
   (b)   No container, garbage or refuse shall be allowed to stand on any street or other public place in the city before 12:00 p.m. of the day before the scheduled pick-up for that street. Containers, garbage, or refuse shall be removed from any street or other public place in the city no later than 12:00 p.m. the day after collection has occurred. When placed in the street these items shall be no more than 12 inches from the curb.
