§ 1052.06 APPROPRIATION OF SEWER AND WATER CAPITAL IMPROVEMENT FUNDS; ESTABLISHMENT OF WATER AND SEWER EXTENSION COST RECOVERY FEE COST CENTERS.
   (a)   Water and Sewer Funds. Water extension cost recovery fees shall be paid into the Water Fund and sewer extension cost recovery fees shall be paid into the Sewer Fund.
   (b)   Sewer and water extension cost recovery fee cost centers and revenue accounts. Individual cost centers shall be established for each sewer and water extension cost recovery fee project after the funds are appropriated for the project. As construction costs of the applicable sewer and water capital improvement project are paid, the costs shall be accounted for in the individual cost centers. Sewer and water extension cost recovery fees shall be deposited into and accounted for in the applicable sewer and water extension cost recovery fee revenue accounts as they are paid.
   (c)   Procedure for appropriation of Sewer and Water Capital Improvement Funds; passage of Sewer and Water Extension Cost Recovery Fee Ordinance.
      (1)   The city, as part of the annual budget and capital improvements programming process, shall each year identify sewer and water capital improvement projects for which the city anticipates recovering the costs in whole or in part with sewer and water extension cost recovery fees. The sewer and water capital improvement recommendations shall be based upon the sewer and water extension cost recovery fee annual review set forth in § 1052.04(b) and such other information as may be relevant.
      (2)   The recommendations shall be consistent with the provisions of these procedures, specific sewer and water extension cost recovery fee ordinances, applicable legal requirements and guidelines adopted by the City Council.
      (3)   The City Council may include sewer and water capital improvement projects for which the city anticipates recovering the cost in whole or in part with sewer and water extension cost recovery fees in the adopted annual budget and capital improvements program. If included, the sewer and water capital improvement description shall specify the location of the improvement, the capacity to be added by the improvement measured in service units, the service area of the improvement, the need/demand for the improvement and the anticipated timing of completion of the improvement.
      (4)   The City Council may authorize sewer and water capital improvement projects for which the city anticipates recovering the costs in whole or in part with sewer and water extension cost recovery fees at such other times as may be deemed necessary and appropriate by the City Council.
