The purpose and intent of the City of Xenia Water and Sewer Extension Cost Recovery Fee Procedures are to:
(a) Establish uniform procedures for the imposition, calculation, collection, expenditure and administration of sewer and water extension cost recovery fees imposed on land and land development and on sewer and water connections, and, as appropriate, on building permits;
(b) Facilitate the implementation of the goals, objectives and policies of the City of Xenia Master Plan and of the City of Xenia Water and Sewer Extension Policy relating to assuring that new land developments contribute their fair share towards the recovery of sewer and water capital improvement costs, facilities and/or equipment reasonably necessitated by such land and land development, sewer and water connections, and, as appropriate, building permits;
(c) Ensure that land and land development, and sewer and water connections, and, when appropriate, building permits, reasonably benefit by the provisions of the sewer and water capital improvements, facilities and/or equipment provided; and
(d) Ensure that all applicable legal standards and criteria are properly incorporated in these procedures.
