Whoever violates any of the provisions of this chapter, or fails to conform to any of the provisions thereof; or fails to obey any order of the City Manager or his or her designee, shall be guilty of a minor misdemeanor for the first offense. If the person has been convicted of a similar offense they shall be charged with a misdemeanor of the fourth degree. If the person has been convicted of two or more similar offenses they shall be charged with a misdemeanor of the first degree. Each and every day on which such person continues to violate the provisions of this chapter after having once been notified of such violation shall constitute a separate offense.
