§ 1049.23 RIGHT OF ENTRY FOR SURVEY AND EXAMINATION.
   (a)   The City Manager or his or her designee in possession of proper identification shall be permitted access to the owner’s property for the purpose of inspection, observation, measurement, sampling, making surveys and examinations to accomplish the necessary preliminary findings to establish or update a master plan and for detailed analysis to prepare final plans and specifications for the proposed improvements.
   (b)   Where improvements are made that require periodic maintenance or inspection upon the lands by the City Manager or his or her designee, the owner of such lands shall grant the city a perpetual easement and right of entry around and access to any stormwater channel or facility, including storm sewers.
