139.02 RULES AND REGULATIONS.
   (a)   The Fire Chief shall from time to time make and alter all necessary rules and regulations for the management of the Fire and Emergency Medical Services Department not in conflict with the Charter, State Law or Ordinances of the City. All such rules and regulations created thereby shall be subject to the written approval of the City Manager.
   (b)   The City Manager shall appoint the members of the Fire and Emergency Medical Services Department. At any time during such appointment, the members shall be subject to removal by the City Manager.
