1331.18 ENFORCEMENT; VIOLATIONS.
   All signs that do not conform to the provisions of this Chapter, except as provided for in Sections 1331.12 (a), 1331.12 (c), and 1331.12 (d) are hereby declared to be public and private nuisances, detrimental to the health, safety, morals and general welfare of the City.
   (a)    No person, firm, corporation or other entity shall fail to comply with a written order of the City Manager directing such person, firm, corporation or other entity to do any act required to bring a sign into conformity with these regulations, or to do any other thing required by this Chapter.
   (b)    No person, firm, corporation, or other entity shall erect any sign which does not comply with the regulations of this Chapter.
   (c)    The City Manager may, with respect to any sign found on any property not within the City rights-of way to be in violation of this Chapter, give at least ten (10) days notice, by registered or certified mail, to the owner, lessee, or operator of the business on the premises on which such sign is located, to remove, repair or to do any other action required by this Chapter. In the event of noncompliance with such notice after receipt thereof within the time specified by the person to whom it is directed, the City Manager may:
      (1)    Institute an appropriate action or proceeding in a court of proper jurisdiction.
   (d)    Temporary signs as described in Section 1331.04 (h) and portable signs as described in Section 1331.04 (e) which do not conform to the provisions of this Chapter are subject to the enforcement remedies prescribed by subsection (c) (1) and (e) hereof after the owner, agent, lessee, or operator of the business on the premises on which such temporary sign is located has been given a minimum of twenty-four (24) hours written notice to remove such illegal temporary sign or otherwise comply with the applicable provisions of this Chapter.
   (e)    Signs installed in the public right-of-way or on public property in violation of this Chapter shall be deemed abandoned. The City Manager may remove such signs without notice and cause their disposal without compensation. Such removal and disposal shall be in addition to other penalties and remedies available for violation of this Chapter.
