(a) No person shall erect or make any alteration in any sign or outdoor advertising display without first obtaining a permit from the Building Department unless exempted under subsection (b) hereof.
(b) The permit requirements of this Section shall not apply to any sign exempt from these requirements under Section 1331.02.

(c) No person shall apply or affix a mural to any building or structure without first obtaining a permit from the Building Department.
