1331.10 SIGNS IN THE WYOMING HISTORIC DISTRICT.
   (a)    Signs in the Wyoming Historic District in the C-3, and E Zoning Districts shall be subject to the following additional limitations:
      (1)    Except as provided for in Section 1331.03 (e) (3), total signage shall not exceed one (1) square foot per lineal foot of building frontage or thirty (30) square feet per frontage side; or fifty (50) square feet per premises, whichever is less.
          (2)   Canopy signs shall have no more than twelve (12) square feet of sign area.
      (3)    Projecting signs shall have no more than six (6) square feet of sign area per side.
      (4)    Signs shall be externally lighted only.
   
   (b)    All applications for signs in the Wyoming Historic District exceeding sixteen (16) square feet shall be submitted to the Architectural Review Board to determine compliance with the Board guidelines.
   
   (c)    The Architectural Review Board shall approve an application for a sign on an office or retail building in a historic district if it finds that the sign conforms to the standards of subsection (a) of this Section and with the following guidelines:
      (1)   The size, scale, and design of the sign shall be compatible with the size, scale, and design of the premises and building upon which it is to be located and harmonious with and in accordance with the general architectural character of the District;
      (2)    The sign's materials shall be compatible with the period and style of the premises and building upon which it is to be located;
      (3)    The sign's location shall not obscure any significant architectural feature(s) of the premises or building upon which it is to be located; and
      (4)    The sign's installation shall not irreparably damage any cornice, ornament or similar architectural detail and shall be the least damaging method feasible for the premises and building upon which it will be located.
   (d)    The Board may establish more detailed guidelines for signs in the Wyoming Historic District in the C-3, and E Zoning Districts, to ensure that all signage shall be harmonious with and in accordance with the general architectural character of the District; compatible with the design and materials of the building with which the sign is to be associated, not be detrimental to adjacent property or property in the immediate vicinity, and the colors will be in conformity with the approved colors for the Wyoming Historic District (approved color list on file in the Building Department).
