Approval by City Council of any Development Plan under this chapter shall be conditioned upon agreement by the developer that the requested development or the first phase thereof shall be commenced, in substantial part, within one year following the date of such approval, and that the entire development shall be substantially completed if a phased development within seven years after approval, unless City Council agrees to a different schedule. Failure to so commence within such one-year period shall of itself terminate the approval of any Development Plan, unless City Council grants an extension thereof. Failure to complete the development of any phase within the specified schedule thereof shall subject the developer to a fine of up to one thousand dollars ($1,000) per month until completion.
