1181.06 PUBLIC HEARING AND FINAL DETERMINATION.
   Within forty-five days of receiving the Development Plan, the Planning Commission, after consultation with the Architectural Review Board, shall issue a written recommendation to City Council for approval or disapproval of the Plan.
   With the written consent of the developer, the forty-five day reporting period may be extended to permit the modification of the Development Plan.
   Within thirty-five days of receiving the Planning Commission's recommendation, City Council shall hold a public hearing on the Development Plan and as soon thereafter as possible determine whether to approve the Plan.
   To protect fully the public health, safety, and welfare of the community, City Council may add to the Development Plan additional conditions or requirements for the developer to meet. If approved, the Development Plan shall become an amendment to the Zoning Map provided by the Zoning Code, but such amendment shall not be effective until the developer has placed the Development Plan as a matter of record in the records kept by the County Recorder pursuant to Ohio R.C. 317.08.
